Commissioning is the department that gets to choose which programmes are made. They determine what the strategy and priorities are for each TV channel such as Channel 4, E4 and Film4. They invite independent production companies to come up with ideas for programmes. So the companies will go to the commissioners at a channel like Channel 4 or BBC, pitch their idea, and it will be down to the commissioner whether the project is given any money or not.
